What the numbers mean. Counts are rows in the national open data published by GSI (国土地理院): 指定緊急避難場所 (designated emergency evacuation sites) and 指定避難所 (designated evacuation shelters). GSI notes the data may not be the latest and some facilities may be unpublished; always confirm with your ward. Sumida, Koto, Shibuya and Katsushika have published only their shelter list (指定避難所データのみ公開) to GSI, so their evacuation-site count shows “—”; each of those ward pages links the ward’s own evacuation-site information.
